question on transit flight

1. Qatar provides a flight from Doha to Montreal and then Air Canada takes over from Montreal to Toronto through one ticket. I assume that since Montreal is the first POE into Canada, customs and immigration formalities takes place there? Or since its a transit, would you bypass immigration in Montreal, take Air Canada and go through full customs and immigration in Toronto?

2. Also shouldn't the quarantine hotel be booked in Toronto as opposed to Montreal since Toronto would be the final port of destination?

If POE is Montreal that is where your do the 3 day quarantine. It is where you go through immigration. Once over, you go to Toronto and complete the other 11 days.
