Have one question, while filing my PR application, for the question have you been refused PR or PNP before? i got NOI for OINP and submitted application, but i got ITA through EE shortly after my submission. Unfortunately, i did not withdraw my application (due to personal reasons), before they started the assessment and they deemed application incomplete as my profile is locked and marked as "withdrawn by OINP" . Does this count as refusal?
