Question on minor citizenship application form (CIT003)

Dear experienced members,

Please help answering with the following question on "minor citizenship application from (CIT003). There is a question on the form, "Is the child legally adopted?"

Is this question applicable only to those people who adopted a child after they became permanent residents or Canadian citizens? What about people who legally adopted a child outside of Canada while parents' permanent residency (PR) application was in process and who included the child in the PR process after adoption process was complete? All received PR later. The child was missed to be declared as "adopted" because those days, manually filled family declaration form did not specifically required declaration as adopted. Simply declaring and including "son or daughter" appeared sufficient enough. Now, after many years and becoming eligible for citizenship, the minor citizenship form asks whether child is legally adopted or not? If it is answered "no" that would be a misrepresentation, if answered "yes", immigration can ask why was it not declared during PR processing and not sure of consequences with such "yes" answer. Neither we from different part of the world were unaware of terms such as "duty to disclose", etc, etc at that time. Could immigration (CIC) have carried out background checks and accepted it?

How to proceed forward? Please reply with genuine suggestions.

Adoption was legal, not for immigration convenience of parents or child, not belonged to any relatives, with true mother-child relationship, in accordance with laws of the country, etc, etc and met all Canadian requirements.
