Question on Indian MBA Diploma

I'm looking to fill out my EE application form, and I have 2 basic questions:
1) For FSWP, I know that I need to score at least 67 points out of 100 to be eligible. I am making the cut off however, please clarify what this means:
Occupation related to the degree must be:

• NOC 2016 Skill Level A, and
• licensed by a provincial regulatory body

I am under NOC Skill 0, can I still get 23 points for an Indian MBA?
2) Secondly, I have an MBA diploma (not a degree, as in most colleges). Will that still qualify as a 'degree' here?

For both answers, only the ECA would determine whether or not your MBA is equivalent to a Canadian Masters + whether or not you would be able to claim 23 points for your education
