Question of how can the new government help for international student

Hi buddies,

I'm 28 years old. I used to study at canada between 2006 to 2010. From grade 12 to complete the BA degree.

I returned back to hometown after I completed my degree. I never apply any open work permit before. In 2013, I returned to canada again for graduate study. Because of family issue I quited after 2 months started.

My husband is applying a PR through EE system (point 346)and waiting for ITA. He also got a job offer but still waiting for the LMIA now.Since the point is now gonna drop in anytime soon, I guess there's not much we can do now.

I read a news said the new government is gonna help people who used to study as international student before.

I'm just wondering am I eligible to be who used to be international student ? Or it must be people who is staying in canada now and who is working at canada now?

Hope someone can share the thoughts
