On the application forms they ask you to write if you live outside of Canada or not.
As a Canadian citizen, I have been living in Canada from mid-August to mid-December over the last five years. I come back and work in Canada.
The rest of the year, I've been living in Colombia, where I've had different visa statuses (tourist, work permit) but now I currently have my spousal visa in Colombia (which is a lot easier process, let me tell you! took me just over half a day). I have this status so I don't have to leave after my tourist visa expires. We are planning to apply outbound, in Bogota.
The questions is where do I put as my residence. My bank accounts are in Canada but I have a Colombian one too. I live and work in both places.
