We were asked to bring two immigration photos, but my interviewer kept one and gave the other back. Is that normal? Our interviewer seemed either new or unorganized (he didn't even verify that the person accompanying me was my sponsor, or check his ID or anything). I guess I'm so used to worrying that I still worry even after landing.

According to ENF 4, two photos are used, one on two different copies of the COPR

• if there is no photograph affixed to the confirmation of Permanent Residence or the photo
does not bear a clear resemblance to the photograph on the passport or travel document,
retake the photograph.

• affix the photograph to the Confirmation of Permanent Residence form to copy 1 and ensure
that both photos are a likeness of the person under examination;

The landing letter should tell you, but my understanding is that they require two photos of you, no doubt to some peculiar photo specification. :p One of them is sent along with the request for your PR Card.

I just sent my app in august so I have a while to go before I need to worry about this haha Thanks for the info though =D

Thanks for your responses. I did think it was weird that he didn't affix the second photo to my copy, but I didn't have the presence of mind to ask about it. I don't remember where he positioned the photo on the COPR or what he used to stick it on. I suppose I should email the CIC and see whether it'll ever be an issue (and also if I should stick the second photo on myself and if yes, where).

Only one of the copies of the COPR will have a photo on it. It is normal for them to return the other. And whether or not you are asked for photos depends upon the visa office processing. Some will not request photos when ready to issue the visa or COPR because there were enough requested when the initial processing started. If you read through the Region Specific Guides you will not that the number of photos requested is different depending upon the region.
