what the eligibility requirements for applying to PR within Canada (InLand)?

Some people say you only have to be in Canada in legal status (like study permit) and then use your study permit with PNP nomination to apply as In land PR.

Some people say you only have to be in Canada in legal status (like study permit) and then use your study permit with PNP nomination to apply as In land PR.

No that simple, you still need to meet the requirements of stream that you apply to.
If you are international student, there are some streams designed for international graduates who don't need job offer, you can apply once you have your degree, like OINP human capital and BC PNP international post graduate.

If you already in Canada and have nomination, it doesn't applies to you.
However, there are things that CIC will evaluate you at federal stage
1. Intend to live permanently in the province that nominates you
2. Able to have economy esablishment in Canada
3. Medical, criminal and security checks.
