Question : best route for my nephew to be a PR

I'm asking about the best route for my nephew to be a PR.

He is 24 years, BSc in Architect from his home country, IELTS (L:7.0 - R:7.5 - W:6.5 - S:7.0), no french, 3 years work experience.
I'm his uncle, a Canadian citizen live in Ontario.

Learn French, improve IELTS. Current score will not get ITA.

He should improve his English language score and also learn French. It would be a good idea to get a master's in his field as well to increase his points. Does he have the funds to complete a master's in Canada as an international student?

Thank you, he can try this route, but based on the new changes in immigration rules, won't the international students have less chances to get a PR after they complete their studies in Canada?

It's more difficult than it was before. However he won't have enough points now to be selected for PR. So he needs to find ways to increase his score. There are several ways he can do this as said above.
