Question about Work experience and notarary

Hello all,
I have only 1 employer from USA whom I contacted to get work experience letter (WEL). The HR director provided me very generic Job Description/Job Competency Evaluation template that just has my name printed on it (its a word doc and not a official letterhead, not signed by anyone, no detail of employer etc). I am applying for NOC 2263 (public health inspectors) and worried that the template will NOT suffice the CIC requirements. The HR refused to sign the WEL I created that had all the correct info without giving any reasons.

So, I am planning to reach out to CEO to see if she can sign the letter I created and email it back to me along with scan of her business card. However, I have seen here in forums that the personal reference letter needs to be notarized. Just curious how can I do that given I live in Asia? Can I get it notarized here in Asia?

I worked as a Hospital Infection control officer (ICP). It was a 1 person department. I reported to Director of Quality 2 times, Chief Nursing officer 2 times, Director of Pharmacy and CEO 1 time each during my tenure, but pretty much worked independently. I could also reach out to couple of previous directors if needed . Is it acceptable to get Personal Reference Letter from people who no longer work at that hospital?

Really appreciate any help.
