question about vfs global applied from pakistan

if vfs global tracking shows no records of the tracking number you are providing what does that mean?
does it mean application is either rejected or accepted
my cousin gave me his tracking number but it says no records i am just confused

Hi did anyone get updates on this? I have hired a lawyer in canada on her end there are no updates but on vfs global shows no record found and the chat representative said i would need to submit passport when i receive letter and to contact high commission , they notified me its in abu dhabi getting processed
