Question about selecting a NOC code (opinions highly appreciated)

Hey guys,

I got an ITA last month, and am preparing to file the application next week. I am a manager in a test preparation training company that provides students with courses in IELTS, TOEFL, SAT, Academic English, etc. And we offer college application consulting services as well. My wife is working in the same company, but she is just a test teacher. So here is the question:

I cannot find an accurate match in the NOC list. The closest ones are 0421 and 0651 (for me), and 4021 (for my wife). Which one should I go for? And is 4021 appropriate for my wife?

NOC 0421 is generally for senior administrators in universities and trade/vocational school. You will have to choose your NOC by evaluating your Qualifications and Job duties.

Actually, I think the job duties have a lot of overlap with both 0421 and 0651. What really worries me is that my company isn't really a "post-secondary education and vocational training", which is what 0421 is about. My company helps high school students study english tests and advises them to apply for college, and it is why I think 0651 might be a better fit. Below is my job duties:


1. Supervises the daily work of employees in the training department and the counseling department;

2. Recommends and approves personnel appointments;

3. Leads the teaching team in curriculum design of the entire company, development of relevant teaching materials, and daily teaching activities;

4. Leads the counseling team in counseling methodology development and oversees the workflow of the team in order to maintain service quality;

5. Supervises the design and revision of after-class service mechanism for the students in order to ensure their progress;

6. Handles suggestions and complaints filed against relevant people or services;

7. Plans, administers, and controls annual budgets for the company’s training and counseling services, makes profit projection, evaluates financial reports to identify systematic reasons;

8. Decides on course and program pricing in training and counseling services;

9. Provides support services in teaching and counseling activities;

10. Recruits and trains newly recruited language trainers and college counselors (head in annual overseas recruitment trips);

11. Visits universities abroad and establishes sound relationships with them;

12. Looks for potential chances of cooperation with institutions such as high schools, banks, and immigration companies;

13. As a reputable language-teaching expert and college admissions consultant, Han participates extensively in the company’s promotional activities, both online (such as online lectures and TV programs) and offline (promotional lectures across major cities in China);

14. Assists the CEO of the company in other jobs if needed.

I feel NOC 0651 would be a better fit too. Especially since 0241 is meant for Dean's and Registrars of universities. Choose 0651 and write a letter of explanation stating why you thought it was a better fit that 0241.

Thanks for the advice. Yeah, that's what I figure. After all, I am not working for a university of a vocational school...I chose 0421 when filling out the EE form, so guess I have to make some explanation in the letter of explanation section anyway.
