Question about Quebec immigration program

Let me state my question by an example...
if i have a score of 70pts on Quebec immigration plan(60+ required) and i get the QSL certificate. Now i am making less than 67pts on Canadian Immigartion program.

will i be given permanent residency as i satisfy the Quebec immigartion requirements and medically sound......or do i have to satisfy canadian immigration points (67+ ) as well.

Please i need an answer for this confusion.

If you applied with Quebec immigration program (and satisfy the requirements) you don't need to get any points on the federal program. After you get QSC (Quebec selection certificate), all you need for the federal is medical check and security clearance.

ok one more question,

if i go to quebec with the above mentioned scenerio, i have to stay in quebec for three years or i will free to move around in Whole canada...
