Question about processing

Hello everyone.. My family and I applied on July 16th, and haven't gotten an answer yet (I think the UAE office must be the slowest). Anyway, they once asked for extra documents from one member of the family, and then about two weeks later asked for another member. So my question is, does this mean they were in the midst of processing our documents then, or they started over after getting the extra documents?
