Question about PR in Ontario and Quebec

Hi..

I have some questions to ask for experts' help here.

My friend is currently working in Montreal, Quebec. If she wants to apple for FSW, does she have to apply for PR in Quebec or can she apply PR in Ontario? What the difference for FSW in other provices and Quebec?

I would appreciate if someone could verify me.

To apply PR in quebec you need to get CSQ. For getting this approval, your friend has to demonstrate french ability. Hope i answered ur query.

Correct,Quebec is a separate "nation"with its own immigration rules.To quote PM Stephen Harper the Quebecois are a nation within a united Canada.Most people dont realize this,After all doesnt it have its own national assembly,Immigration,etc

Based on your answers above, that means if my friend currently work in Quebec, she must apply for PR in Quebec. Can't she apply for PR in Ontario, if she plans to settle there after being granted PR?

What program is she going under? She applying for FSW or Quebec PNP or what? If she is living in Quebec and they have some special rules for PR applicants who live there, she has to go by that.

My friend is working in Montreal as a foreign worker. She has her work permit valid for two years. She's thinking to apply for PR as FSW. However, she can't speak French. So if she'd like to apply for FSW, she has to get the certificate from Quebec. Can't she apply for the FSW that is accessed by 6 factors as in other provinces? I'm kinda confused here although I tried to look for info on cic.

I think it's possible that even though she is living in QC currently that she can apply for regular FSW, not under Quebec program, maybe list on question 20. where do you intend to live in Canada as Ontario and not use her current job in QC for points. Tell her to call the call centre at 1 888 242‑2100 and ask about this.
