Question about PNP

Hi all,

I am outside canada and considering applying to PNP. I am outside canada FSW applicant, Work as a physiotherapist. I would like to know which provinces accept pnp without a job offer. I have not received PT from ontario yet. I know Nova Scotia and PEI are the provinces that I could attempt for pnp without job. Are there any other?
