The skill level category is…
when the second digit is…
Skill level A 0 or 1
Skill level B 2 or 3
Skill level C 4 or 5
Skill level D 6 or 7

I quote the above table from NOC.

My quick question, does that mean any job that have their second digit indicated from 0-3. They are qualified for CEC? . the NOC 0, A, A ?

Not entirely correct. Consider that if first digit is 0, that means managerial positions NOC 0, like 0711 Construction managers, 0823 Managers in aquaculture, 0911 Manufacturing managers....(look at the second digit now).
 
Oh. Does that mean Job category that start from 0xxx, like 0931, 0820 are always qualified NOC 0, A, B ? except the ones listed on the Site that no longer qualified to CEC
