What if my friend quits her job and moves to another country after she submits her application after getting an ITA does she have to inform CIC and will it affect her application? She is waiting on her WES results and doing her IELTS soon and planning to quit her job and move in September. Should she wait till after she moves to create her express entry profile or is it fine if she does it when she gets her IELTS results in a few weeks?

It isn't necessary to report change in employment after submitting documents post ITA because it makes no material difference to the application. And change of employment status doesn't affect the application.
But if someone is moving countries, that should be brought to the notice of CIC purely for administrative reasons like scheduling an interview in the LVO or sending out PPR etc.
