question about minimum experience

I work as a technician for 30 hours/week. Even though I'll make the 1560 hours mark by the end of 1 year but my respective company considers me as a part time employee (at least that is what is on their file). My question is Would i still be able to apply for the express entry after one year?

Yes, CEC is relevant experience gained whether part time or full time in Canada. As long as you can show the 1560 hours you will be fine.
