Question about IMM 5257, please help

Hi everyone,
I am planning to visit my family in Canada this September and have a problem with question 'have you previously applied to enter or remain in Canada?' I am from Serbia, former republic of Yugoslavia and in 1995 during the war my parents applied for refugee immigration visa and got answer that they should looking for sponsor. Soon after the war was over so they give up and did not send anymore papers. I was a minor at that time so they applied in my name. Should I answer yes and explain whole situation or no, because I did not personally applied for that visa.

Second question 'have you had any post secondary education?' i am currently a third year student at University in my country so do I answer yes to that question and write down name of institution etc. or no because I Didn't Graduate yet.

Use common sense when answering.

If you are unsure then fall into the safe side, answer yes and explain. Worst case scenario is that the explanation would be discarded (that is why they are asking you to explain).

Please find the definition of post secondary education for your country and use that to come with a correct answer.

For many countries we count post secondary as "high school" level, so that is given between 14-17 years of age (in average). We would have to annotate that. Also again use common sense, it is better to fall in the safe side.
