Question about applying Canada Transit Visa

I have an upcoming trip from my home country (China) to USA in 10 days. On my return trip witch is about 35 days from now, I'll have a connection in Vancouver, Canada (YVR). I did not realize that I need a Canada Transit Visa until now. With the short time left before I depart from China, I won't have enough time to apply and obtain the visa there.

My question is, can I submit Visa application online in China, and when approved, submit my passport for Visa stamp while I'm in the USA? During the last 2 weeks of my USA stay I won't fly so I won't need my passport. I could mail my passport to LA or NYC visa office for the stamp if allowed to do so.

Worst case if I get denied I'll have to purchase another return ticket, which would be pricey but at least I can return home.

I have tried calling them but the staff seemed not very knowledgeable on this issue.

Nationals from China may now qualify for the China Transit Program (CTP).

All Chinese nationals who qualify for the China Transit Program CTP must meet these conditions:

They hold a valid passport issued by the People’s Republic of China;
They hold a valid United States (U.S.) visa;
They travel to Canada on an approved airline (either Air Canada, Air Canada Rouge, Air China, WestJet, Cathay Pacific, China Southern, Philippines Airlines, Jazz Air, Sky Regional Airlines Inc., and Air Georgian); and
They transit through an approved Canadian airport (either Vancouver International Airport or Toronto’s Pearson International Airport, Terminal 1 only). A change of terminal between flights in Toronto’s Pearson International Airport does not qualify as a condition of the CTP.

Notice: Individual travellers cannot apply to the CTP; only airports and airlines can submit an application. Learn more about the application process.

Thanks for the reply!

I knew these rules when I purchased the ticket, and that was why I didn't realized that I indeed need the visa until recently. The flight I will take from US to Vancouver is operated by United Airlines and it is not in the list of approved airlines. I mistakenly thought UA was in there. Hence the need of Visa in such a short time frame.
