Question about a proof of fund

I understand that when we apply for FSWP 2014-2015 (if it's open). We need to show current bank account certificate or evidence of saving balance along with the application. A friend of mine mentioned today that we also need to maintain that amount of money firmly locked in the bank account until the CIC makes decision on our files. Meaning, we can't withdraw that amount for future investment or spending just to show them we don't cook the accounts. Is it true? Please advise. Thanks

You don't need to have the money "firmly locked" - however you do need to maintain the minimum balance while the application is being processed. At any time during the process CIC can ask you to re-verify that you have the minimum balance by providing several months of statements. If you can't demonstrate that you have the money at that time, then you can expect a refusal for insufficient funds. So yes - you don't just need to show the funds at the start of the process - you need to maintain them until the very end (until you land).
