Query regrding CEC eligibility for a foreign worker

I'm an International student doing a 2 year Master's Degree Program in Toronto. My wife also came along with me as a dependant with Open work permit. It has been 1 year since we came to Canada and during this time period she was working full time. Is my wife eligible to apply for PNP even though she is just a dependant?

If she can get her employer to get LMIA then definitely CEC, however, if she can get more than around 420-450 points under CEC then she will still be better off with CEC. BTW, how many points can she get for EE (CEC)?
