I am a btech graduate with 1.7 years of full time experience in hr domain my gpa is 6.47 (59.5%) I am i eligible for MBA in canada ? If eligible what are the scores required for IELTS, Duolingo?

IRCC doesn’t accept Duolingo. Each school has its own English language requirements so look on the university website. With your GPA, not sure if you would get into any schools. Only go to a public DLI.
