Query for the change Immigration office

I am applying for Canada FSW (Federal skilled workers) 2014. I am an Indian but presently located in USA for few months.

I want to select the Immigration office as New York, USA for processing the application.

My query is the following:

Can I request to change Immigration office later after submitting the application?
As I am not sure where I shall be (USA or India) during actual processing of my application.

Have you been admitted to the US for at least one full year? For example, are you currently in the US on a work permit that has a validity of at least one year?

Yes I am in USA for last 2.5 yrs, but now I may have to leave US in few months (6-7 months). So can I change Immigration office if I am not in USA during my application process?

Sometimes CIC will let you change visa offices and sometimes they won't. If you are leaving the US in 6-7 months, I would select ND as your VO (not the US).
