1. You can get upto 20 lakhs.

2. Emi starts immediately from the month you get it.

3. Any bank located in your area of residence will give loan for pg diploma.

SBI might give you loan upto 30 lacs. However reputation of the college/university also matters.

You can get upto 20 lacs or the amount of your collateral.
Your repayment will start, 1 year after you complete your course. 1 year is kept as job searching period.
Usually govt. Banks give loan to university courses, but for pgdiploma, they also provide.
Interest amount will depend upon amount you demanded, for how much period.
You can open a bank account in cananda, they wil transfer the amount whenever you require, or can directly wire to the college .
Suppose you demand 3rd semester fee in 2nd year, then interest will start applying on that amount from that particular date.

Your bank (nationalized) is correct. Installment starts right away but you start repayment after 1 year of completing course.
