I would like to ask some questions. Here is my situation:
I landed last January 31,2012 and my pr card states that pr will expire on 17 march 2017.
They asked me to do a medical again in Canada for TB even though I am negative on my medical to where I did my medical outside canada.
I landed as single status and now married with one son.

Here are my queries:

1. I am outside of canada and plan to stay permanent on January 2015. Am I eligible to renew my pr card if it will expire on 2017?
2. I did only sputum test and didn't complete all the test they require like chest X-ray which should be done after 3months of that sputum test because I went back to Dubai after 45 days of staying in canada last from January to March 2012. And i didn't comeback to canada since that time, because I got married and pregnant.
What do I have to do since I plan to be back only on 2015.
3. How can I change my status fr single to married. How can I sponsor my husband and my son?

I can only answer the 3rd question. You must be residing in Canada for the whole process in order to sponsor your spouse and child. If you submit the application and return to Dubai (or anywhere either than Canada), your application will be refused.

Once you are back in Canada and ready to sponsor them, submit the application. Everything is available on the CIC site, or you can read the "family sponsorship" section of the forum.

Also, you can renew your PR card if you have met the residency obligations, if you have not, then you need to wait until you do before you apply to renew your card.

1. You can renew your PR subject to having (landed more than 5 years) or being able to have (landed less than 5 years) 730 days of physical presence in Canada at the 5 year anniversary of your landing date. So if you landed more than 5 years its backward looking if less than 5 years its forward looking.

2. You can sponsor in the family class subject to meeting the requirements including being resident in Canada throughout the process. You need to return to Canada and establish residence prior to sponsorship. As per previous post you can't apply in Canada then go back to Dubai. This is when you notify CIC you are married and have a child. Check CIC website for the generic forms as well as those specific to your visa post that will process the sponsorship.

Both 1 and 2 require that your PR status not be in doubt. Because you had a medical surveillance condition imposed at landing then your PR status may be in some form of 'limbo'. You may find that you have issues with the sponsorship and also when you apply for Citizenship. Why go through all the hassle of getting PR and disregard directions from CIC for your health and that of the general public? Do you think you are above the law with this?

This is documented in ENF 1 Section 7.27

What can I do now?

That would be the worst possible outcome. I don't think it will automatically come to that but you should be aware of the seriousness of your situation. The whole point of medical surveillance is to protect the public in Canada. The fact that you will benefit from it is actually secondary to its prime purpose. It is possible that they may insist on a further medical before allowing you to return...
