Quebec spouse applicant FBI clearance

Family class- spouse PR/sponsorship application, outland USA through Buffalo

I will be moving to Quebec with my husband, so I know I need to do the permanent residency under the family class category. I also need to complete the additional process for Quebec. My question is can I submit the sponsorship and permanent resident paperwork to Mississauga without the FBI clearance and then have the sponsorship approved. Then have it forwarded to Quebec (MICC) and after I receive notification from MICC that we have been approved then can I mail my FBI clearance to Mississauga. I believe the FBI clearance it only needed for the last part of the process when it gets processed in Buffalo.
I am hoping that this will work because it is now taking 13 weeks for the FBI clearance. I just submitted it yesterday and I was hoping to submit my application in the middle of May.

Do I have to wait for FBI clearance to send to Mississauga if I am immigrating to Quebec?

Also does it matter if I do a medical exam in Canada or do I have to do it in the U.S.?

Thank You for your time I have found it difficult to get information since buffalo won’t answer phone calls or respond to my e-mails since I do not have a file #. Also the 1-888 # for Canada immigration only works if you call from within Canada

It will probably be okay to submit your application to Mississauga with an explanation that you've applied for the FBI clearance. Include a photocopy of the fingerprints if you can and a receipt for the money order to show that you've at least applied.

You can do the medicals in Canada if you want. That's what we're doing. We just need the x-rays and that's done. Make sure you tell the doctor that it's being processed in Buffalo. They are used to mostly doing inland applications, it seems. The receptionist here in Ottawa had never heard of an outland application and we were short one picture because we needed and extra one for the extra form.

Beshoo is right - you can submit to CPC-M without police certificates as CPC-M is focused on the sponsor not the sponsored person - just note that you will need them before Buffalo can compltete the processing of your file. you can simply state that PCs are "to follow" and if you have any proof that you requested them already include a copy.

If you go ahead with the application to CPC-M, do not send the FBI results to them as they will have already forwarded everything to Buffalo! Wait until you have recevied your AOR (acknoledgement of receipt) from the Buffalo visa office and then send the FBI results to Buffalo with the file number they provide you.

In relation to the medical do spouses have to go through the entire medical including vision, blood work, urine test, chest x-ray? I am wondering because I know as a spouse you cannot be denied because of the results. Thank You for all the help

The sponsored person still has to have all the medical tests. They will be denied if they have a disorder/disease that is dangerous to the public (TB, HIV, etc).

Yes, you have to do all that. Your spousal application can't be denied because your condition is excessively expensive to treat, but you can be denied if your condition poses a danger to the public. Tuberculosis is one such contagious and dangerous disease, so chest x-rays are important. The blood tests include HIV, Hepatitis B, and creatinine (kidney disease/diabetes). In Ontario, where we got ours done, there is no charge for the HIV one. My partner did have a vision test and a urine test at the doctors office, too.
