I live in USA and want to apply for Quebec skilled workers. Do I need to send the documents to US office or to the chosen office for my original country?

Post your query in this thread: http://www.canadavisa.com/canada-immigration-discussion-board/quebec-applicants-lets-share-experience-t37196.8145.html
You will find all QSW applicants there sharing their experience which will be beneficial to you as well..
I am not an expert but I believe you need to send your QSW application to the office serving the country of your residence (as long as you have a valid permit to stay there) which is now the US. Refer to the below link for the list of offices outside Québec – by continent:

Hi, as suggested by Osama, you can join us in that thread. You need to send your application to the relevant BIQ in your area of residence. Please consult with the website of Govt. of Quebec. If you still find any difficulties please do not hesitate to post in the said thread. Cheers
