Quebec refusal

I had applied for permanent residence to Quebec in 2011 by the old paper application. They requested more documents from me but I missed the deadline in 2014 which led to my refusal. The reason for refusal was that they didn't receive the documents on time. Would this be an issue for express entry under FSW now that I am looking to enter the pool in 2017.

Nothing to worry brother. Just follow above suggestion from kryt0n bro. This declaration should be stated on "Schedule A" or in "eAPR fields"

How long did it take from the deadline to the refusal?
