What are the requirements.
As I see my proffession is not in NOC list.

I am not very fluent in French .... is knowledge of French is mandatory.

Since you will be immigrating to Quebec, no need to worry about the NOC list found on CIC website. The website posted above by ja77 is the right one, browse through it, download application forms and prepare them. The website has detailed instruction for all the procedure.

Yes this is the reason why I am thinking about applying for Quebec.
But I am a little worried about French. Does it mandatory ? And how the knowledge of french is measured ?

I think French is mandatory but do not take it for confirmed. I have forgot about it, but anyways, you can take french courses and apply, I'm sure it will work. Do you know a little bit of French? if yes then don't worry it will work out. When I applied for Quebec, they didn't ask me for interview and I got the CSQ (currently waiting for medical test for the Permanent Visa). But I did send them french language certificates I did in my country, called DALF (Diplome Approfondi en Langue Francaise). Don't worry I'm sure you will get clear answers on that matter and I'm sure that if you take some courses it's not gonna be a problem.

I have already registered for 3 month intensive French courses (120 hours).
Hope it will work for me.
Bad thing is that I will have to wait 3 months to apply.
Also is it possible to apply for 2 programs simultaneously ?
I mean can I apply FSW and Quebec program at the same time.
At least if I will get positive answer for anyone of them I will be very happy.
Because I am a co-founder of IT company to which I can register as an IS Manager and may be it will work.
But if even it will not work I would be glad for Quebec program also :).

So as I understand there are no certain requirements for French as for example IELTS for the English.
If I don't know French at all and after passing official French course for 120 hour organized by French embassy will it figure out ?

What is sure is that Quebec won't ask you to pass a specific french test like the one you stated for English. Also Quebec processing times are faster than FSW as far as I know. Check processing times on CIC website to compare. Don't wait till you finish your courses to submit your Quebec application, but instead do it now, you will gain 3 months! It will take time anyway, so you will have acquired some French knowledge meanwhile. In the Quebec application, they ask you for how much you're good in french. You can state that you are intermediate. Don't worry, it won't affect your application much, if you have work experience (give them proofs that you have work experience in a given field). When you will get your CSQ (Quebec Certificate of Selection) then you would have done it! Then you apply for Permanent Resident VISA, which is much like FSW but without anything concerning the NOC since you got your Quebec acceptance. So you just wait after that till they ask for medical tests than hopefully stamp the VISA on your passport.

Hope I was able to share my experience with you. I know how someone can feel bad and frustrated sometimes, that's why I am doing my best to help you. Let me know if you have any more questions.

I have applied as a bookkeeper(account assistant) on july 14th 2008 but my application does not fall under 38 list & i am waiting for my result either accepted or denied if denied then i dont have any other option no arrange employment moreever i am in delhi . So i lose every hope of going to canada & become frusterated but i am a sikh boy i will go buy hook or crook .
I have read your post i think there will be a chance for quebec programme pls help me regarding my question
1- Is 38 list or any other occupation list are also applicable in quebec programme
2- I dont know french but i will join good institute to learn french & will learn will i have to give test like ielts exam or my average speaking of french will work
3- How is the quebec what is the climate of there, how is it employment wise,
4- After going to quebec after how much time one can move to other province in canada
5- How much time it will take to process the application & how much time to get Permanent visa
6- Is it necessary that spouse also have to learn french because my wife will not do any course
7- Will she also have to prepare for french
8- I have ten year experince as an account assistant

Pls. toneylbatal answer my question so I can start my prcess for Quebec i will be very grateful for you

Hi Incognito,

It depends on your luck whether your 120 hours of french class is good enough to obtain the CSQ. I know some people who has a certificate to prove that they have over 500 hours of study of french course and he also had proof that his french proficient is at university leavel but still required to go to the interview. Of course, he got his CSQ in the end as his french is really good.

Still continue to do your course and as a matter of fact, they dont expect your french to be very good, and being average is normally good enough to them

hi guys,
im citizen of india, did MBA in finance in 2006 and now doing job, i ve 3 years banking marketing/sale experiece, my english level is moderate or if i say, i could score 6+ in IELTS, no french knowledge...

would anybody plz advise me whether im eligible under Quebec program, plz plz plz

You can check your score on their self assessment. The Quebec immigration website is posted somehwere above. It's hard to qualify without French though.

i accually i get a federal file no.# but i dicover that i'm out of 38 list & my agent told me that i have to wait for 5 or 6 years up to get the decision
so i decied to change my way to quebec
so i'm just waiting for TEF exam to present my documents to the canadian embassy in syria
so i wish to know is that a problem to get csq after i got a federal file no.# ? or i can get csq & modify my federal file to be a quebec candidate?????
