Quebec PNP: 23 to 29 months for Indian Applicants???

Hey guys,

Is it true that there are processing delays at the moment for Quebec PNP for Indian applicants because this is the information I received in a PDF from an immigration consultant today:

Stage 1(CSQ): Interview after 12 to 18 months
Stage 2(PR): File number issued by CHC within next 3 months
Medical forms after another 4 months
Visa stamping after another 4 months

That totals to 23 to 29 months which is over 2 years! I thought it took 12-15 mnths max!

Hi, I too feel it will take more than 2 years; I got my AOR and completed submission of my additional documents by May 2011, It definitely should take more time; However I guess if you are employed within job, with critical shortages in Quebec, it shouldn't take much time at all. I am thinking to take a student visa to Quebec cause the PR request is taking a lot of time.

Are we allowed to apply for both so that we can stay in Qc while our PR gets processed?
