In the same boat as you. I am working in Quebec and now got a job offer in Alberta. In Quebec, the rules are so different and the waiting time is longer as well. If I move to Alberta, I need to have the LMIA (to apply under express entry) which is really tough to get I guess. I don't know what to do now.

BC PNP-EE has a sub-stream for bachelor grads that doesn't require LMIA for a job. Maybe you want to check it out.

Or you could try learning French and applying under Québec's programs. I'm pretty sure they won't ask you to be completely fluent in French and if you think about it, immersion is the best/fastest way to learn a language and you're already living in Québec.

This is very much off-topic, but I really think BC and Québec are the most beautiful provinces in Canada.

BC has beautiful nature but Ontario is much more comfortable, better infrastructure, lower crime rates, more diverse and exciting etc. I don't like BC that much including Vancouver. Sorry OP, no more off topic.

Well it depends on a lot of factors. From an immigration perspective, you don't have many options through Québec immigration programs without having an intermediate knowledge of French. If you intend to immigrate to Canada as an anglophone, it would probably be best to consider a different province. Granted as a PR you do have freedom of movement, however keep in mind if you intend to settle in Québec you should not be using a federal program.

BC is a beautiful province and you will have options of both federal programs and the provincial nomination as well. That said, if you plan to live in Vancouver keep in mind it is one of the most expensive places in Canada in to live (mostly due to housing costs in the greater Vancouver area).

do we need to have a job offer to apply under "Express Entry British Columbia " stream?
If you have a masters degree from a BC institution in specific science/health fields, you can be nominated without a job offer. The other general worker categories (as a student/skilled worker) require a full-time offer from a BC employer.
