Quebec New applicant

hi friends I am new to this sight.pl. guide me.I sent my application on 20 July 13 in machining technique.my qualification is three year diploma in mechanical engg.can any body tell that they will process my application according to New rule or old.I have b1 level of french.will they accept my application I have more qualification than they required for machining technique.

As far as I know the application will be processed as per the rules at the time of receipt of the application.

New rules for sure.
Old rules apply only for those who received invitation to the interview or "pending decision" letter BEFORE August 1. Letters like these come several months after AOR in a good case.

my French level is B1 but I have 63 point without French.should I do b2 level or I will be accepted as it is.pl suggest.

Your B1 will get you 0 points. Try B2 for sure, in that case you'll have a chance of interview waiver. With no french you almost certainly will go to an interview.

Having 63 points doesn't guarantee an interview waiver. It is at the discretion of the officer who is processing your case.
Without sufficient french knowledge, there is a higher chance you will be called for interview.

Remember, points is just a method using which they accept and process. The decision is solely at the discretion of the department of immigration.

I'm in don't weather they will accept my application in machining technique or not because my qualification is three year diploma in mechanical engineering but they have mentioned 2 year secondary school vocational diploma.so now I think I should take addmision after acceptence of my application.or any response from Quebec

I am planning to French class. Let me know which is more preferred,
Can I take DELF instead of TEF. Is clearing DELF alone is fine for this processing.
I am computer professional Can I qualify under this process,becz I have sent my application to FSW 2013
for Noc 2174, but due to cap reached I am able to go through by this year.

Experts kindly guide me the process of Quebec whether I need to take consultant for this or I can file
by myself.
