Quebec landing issues

Hi everyone,
I have applied for quebec investor category. I got the PR recently.I am planning to land in May-2014.Is it compulsory that my first landing should be in quebec.Can I move to Toronto after landing in quebec. If anyone knows please reply.

Typically when you're approved through an investor program, you have an obligation to start / invest in a business in the province that accepted you. What were the conditions you agreed to as part of the investor program?

From http://www.immigration-quebec.gouv.qc.ca/en/immigrate-settle/businesspeople/applying-business-immigrant/three-programs/investors/index.html it states that to be eligible for the Investor Program, you must intend to settle in Quebec. If the CBSA officer suspects at the time of landing that you intend not to settle in Quebec, they may and can refuse to "land" you.

If you land outside Quebec, you better have another flight taking you there. If the immigration officer thinks you are not planning to settle in Quebec, they can refuse to land you.

I do not know what the conditions are for Quebec investor but there may be a requirement to invest $x in a business there and show certain results. If there are, you will have to do that.

Even if there are no such conditions, you should stay in Quebec for at least a few months for good faith. Quebec did not give you PR in order to live in Ontario so you do not want it to look like you lied on your application when you said you were planning to settle.

I believe that your agent is incorrect. Maybe you should contact them and not just take your agents word for it. http://www.immigration-quebec.gouv.qc.ca/en/reach/index.html

Until now, immigration has not been going after people who land in their province but leave after a very short time. However, if they start doing that in the future, you have to realize how that looks for you.

If immigration ever contacts you in the future and asks you if you truly intended to settle in Quebec when you filled out your application, what do you plan to say?

If you say no, you have committed misrepresentation and they can revoke your PR.

If you say yes, you would have to explain how come you then left Quebec after a very short time, that is, they will know you are lying.

Saying that your representative told you it's ok is no defense. I used to do that when I was a kid, as in "my brother told me to do it". Didn't work with my mom either :)

Does the same apply for a spouse landing in Quebec? My wife recently got her visa as I sponsored her from Quebec, though we want to settle and move to another province, so my question is should she land in Quebec so that there are no suspicions or can she land in another province and then say that she will be going to Quebec?

There was a couple in exactly the same situation that posted here once. They had consulted a lawyer and the lawyer said that they should not move until after she had landed.

Thanks Leon, the thing is my wife does not have a Visa for the U.S. so the only direct flight from my country lands in Toronto and not Montreal, do you think the immigration agents there will question why she is landing there and ask proof that she will be going to Montreal?

It is possible but if you haven't moved yet by the time she lands, she will be going to Montreal so she would have a connecting flight, right?

Another thing they might be vary of is marriage fraud. If your address is registered in Montreal and she lands in Toronto and gives them an address in Toronto or somewhere else to mail her PR card, they may be suspicious that she is not planning on joining you after her landing.

Right now I am with her in our home country, we are planning to fly to Toronto together and really have no need to fly to Montreal since we are not planning to stay there, what do you suggest in this case? Can we say that we will be spending a few days in Toronto and that is why we haven't bought a plane ticket to Montreal, or perhaps that we will go to Montreal by bus?

I see this question pop up ever now and then. In some cases it sounds like the OP never intended on setting down in Quebec long term. So why to people apply in the first place to go to Quebec? Is it easier and people are trying to use a loop hole?
