Hello: my brother living in Pakistan wants to apply for provincial immigration – Quebec. Since his NOC is not included in federal skilled program; he wants to apply for immigration through provincial program. He has master’s degree in business administration from UK and has no communication skills (verbal / written) in French. He also has no job offer from any organization in Quebec. Can he apply and is there any possibility that he is able to get immigration without having communication skills in French and no job offer.
 
hello there let him try the online assessment in quebec and he'll have more or less an idea regarding his plans to immigrate to quebec... no job offers is not a hindrance in applying for quebec skilled worker however he must show that he is willing to learn french as it a french province and it will greatly help his chances of integration into the quebec society once his already there so yeah it better for him to enroll in any french class.... Alliance Francaise in your area offers french lessons....

you might want to post your query at another forum (quebec applicant lets share experience on the skilled class) so a lot of seniors can advice you on how to proceed with your brother's case as i am not an expert on this.... ;D
