Quebec Immigration - Query on French language requirement

Myself and my wife are planning to apply for Quebec Immigration by Feb 2014 with my wife being primary applicant.

Due to language requirement, my wife has been preparing for TCF French (listening & speaking) for last 6 months and will be giving her exam by Mid of November. However, she is not much confident of getting Advanced Intermediate (B2) score. When talked to an immigration attorney, he said its fine - not to worry about scores. But in the website, I see that B2 IS required.

So, my question - if my wife gets (B1 - Intermediate) score , will she still be eligible for Quebec PR?

Note - Even without French, she is estimated to get 66 points.

i am not sure about the score but if you are looking for french materials to help you with the exam I have a book and a CD that I used for my TEF exam. I prepared for only 2 weeks using the book and the CD and listening to french radio and I got advanced on all the categories, no surprises on the exam at all. I've studied french for 5 years but I hadn't practiced it for 10 years. If you are interested just PM me and I will give you more info.

Dear Joshua,
On the basis of information provided,Your application is eligible to lodge even without score of french language if your calculation is correct.However,Quebec is french speaking province so it is better to learn french to speed up your file and well integration in the province.

Since August 1, 2013, the advanced intermediate level has become the minimum threshold for which points are attributed for knowledge of oral and written French.

You can update your file by taking, for example, one or more refresher courses and then submitting the results obtained on a standardized language knowledge test.

Consult the page Knowledge of French and English to obtain more information about the tests recognized by the Ministère.

If you wish to contact us, make sure to indicate in your correspondence the file number assigned to you by the Ministère. You will find this number on the acknowledgment that was sent to you following receipt of your application.



12. What will happen to my file if I am missing two points to qualify and these two points could have been obtained by submitting the results of a standardized test for written French?

If it is clearly demonstrated that the two missing points could have been obtained by points attributed for knowledge of written French, a letter of intent to refuse the application will be sent to you, granting you a timeframe to present the results of a standardized test or proof of registration for a standardized test recognized by the Ministère.
