Quebec, For those familiar with Geography

I have a question to those familiar with the geography of quebec and surrounding areas, here is the situation:
If somebody is already in Montreal, Canada under temporary visa, then got his Permanent Visa stamped in his passport - for landing anywhere in Canada but Montreal/Quebec.

Now he would have to exit Canada and enter (to anywhere except Quebec)
My understanding is you can exit Canada without entering into the neighbors down south (No US visa) and enter through the same port of entry at the same time, this is considered exit and rentry.

Geographically speaking if the person is in Montreal what would be the best port of exit/entry?
Could this be done at Montreal airport by any chance? would a visa officer at the airport do it?

One more thing, I enter Vancouver as my chosen city (in my immigration form) would this be a factor at all to be considered?

just to update you with my application status:

I am filing from Saudi Arabia
Well,I have been waiting for my medicals, they took so long, and to make things worse the Saudi Post misplaced my forms, CIC sent me another
With the medical forms I was asked to submit my PCCs again, they expired, also they requested the RPR fees (eager!)
Did medicals and did the PCCs, medicals already in London, waiting to translate PCCs

When you cross to the US, you can tell them that you don't plan to enter the US, that you just came to the border to land as a PR on the Canadian side. They should then turn you around and you arrive in Canada as a PR.

In order to land in the Montreal airport, since you are not supposed to land in Quebec, you would have to be arriving in the airport via an international flight and have a transfer flight taking you out of Quebec afterwards.

usually i am asked for the visa of the country i am traveling too at the border (the departure airport)
I hope this is not the case

you think i can exit renter from another airport (without flying) say Ottawa? or the international flight rule apply there as well

I am not talking about flying here, I am talking about driving to the land border in Cornwall, ON. It's not the same as going on a commercial flight where the airline is responsible to check that you have a visa to where you are going.

If you want to fly, you have to land in an airport coming on an international flight. You can not just show up at the airport in your car and say you want to land there. Same with domestic flight. On a domestic flight, you never come through immigration because you are not in that part of the airport.

It is possible for inland applicants to land in a CIC office in some cases, may depend on how you applied, how long you have been in Canada, your status in Canada etc. If you qualify to do that, you could make an appointment but I have heard there is a long wait. You also would not be able to do that in Quebec because as you said, you are not supposed to land in Quebec.

I got the point about driving,
the other point I was making is that as you know that in an international airport, once you get an exit stamp and walk to the last departure lounge, you are considered already left the country. So I thought that might be a possibility in another city (say Ottawa) to "walk back in" with the immigrant visa.

But the appointment option seems like a neat idea, if I can ever get one, say in Ottawa, I should be ready to do the landing after spending 1 month in Montreal.

To get to the international area of the airport, you would have to buy an international ticket. This could be a possibility that instead of boarding your international flight, you turn back and enter Canada again.
