i just received an email from CIC MISSISSAUGA. they said that my application to sponsor my wife have met the requirements. and they said that if i'm a resident of the Province of Quebec i must submit an undertaking to the provincial government. I have resided in Montreal Quebec but currently living here in the Kingdom of Saudi Arabia with my wife. my wife's citizenship is in Jordan. and when i was looking for the application forms i need to submit to MIDI. I saw a reminder:

since me and my family currently live here in Saudi Arabia my wife does not have CSQ. and this made me confuse. do we have to apply for CSQ even if we are outside of Quebec. My wife have never come to Canada before or in anyplace in Canada.
