Regarding yr questions:
Yes, u need not a job offer to be selected for Quebec.
The processing timing is relatively less than for the federal skilled worker, but one can't guess it exactly as it depend upon a lot of things e.g. Visa office etc
As you have a good education and should have no difficulty in understanding the process, hence no need to use agent as they will charge you for nothing.
Final words, French language is required for Quebec.
