quebec applicants and moving around Canada

hello,
My wife and I are planning to go live in montreal and the process is going fine. We are wondering for how long Quebec is keeping files on her we promised to settle in the Prov. of Quebec. are we allowed after one, two or three years to move to another city in Canada? How can we be sure that they won't follow us and sue us or just cancel my wife's permanent residency? What are our options if my wife has some integration difficulties?
