Quarantine Plan in Toronto or Winnipeg?

Hey guys,
My flight’s on 2nd September and it stops in Toronto for 6 hours before i go to my final destination (Winnipeg). Although im fully vaccinated, I still need to give a quarantine plan. Should this plan be for Toronto or Winnipeg?

Both is possible, but Winnipeg sounds more reasonable.

Final Destination should be better as you are vaccinated and may qualify for quarantine exemption. After getting the exemption at PoE, you may cancel the quarantine booking if you are allowed.

By the way, which transits will be in your flight route? If you have any idea about Doha-Dubai-Toronto transit, please share.
