Quarantine plan for international students

I am planning to fly to Canada for the first time as a new international student on December. I will be attending Concordia University in Montreal, Quebec. I am planning to land in Toronto. So is it possible for me and carry out my 14 day quarantine plan in Toronto instead of Montreal even though my DLI is located in Montreal?

I'd suggest you land in Montreal instead of Toronto, make that your point of entry and quarantine in Quebec not Ontario.
