Hi,
I got my CSQ earlier this year and I haven't filed my PR documents yet.
I live in Montreal, and when I got my CSQ, the Quebec immigration officer stated "Ottawa" as the federal bureau for processing my PR request.
Now I have moved to France and would like to apply for PR from the Paris office.

Can I do that having "Ottawa" on my CSQ?

Do I need to inform Quebec immigration or any other office of this change?

I am sure you can. My CSQ said New York/ Buffalo. But I applied to the New Delhi Consulate because they process it faster. As long as you are a legal resident in the country you are applying, you can apply AFA I know.
