Do you have a lot of jewelry? You just list your jewelry as personal belongings. If it's just a couple of rings and necklaces I don't think they're going to bother. If you take photos they would be for your own records or insurance records.
All the goods you bring over when you land are tax-free. This may not be the right thing to do but when my mother came over she didn't even declare her jewelry, she just brought half of it with her, wore whatever she could, and kept the rest in her pocket. When my aunt visited she brought over the other half of the jewelry. Canadian customs are not going to search you when you enter and they are not going to waste time weighing every single one of your jewels.
