I've had a lot of interaction with MICC recently and thought I'd share so others would know what to expect when applying for PR for Quebec.

Once you have provisional sponsorship approval from CIC and the letter from them (either a physical letter or email, depending on your selection in the PR application) you send this letter along with your application to MICC.

It takes two weeks for applications to move through from their mail receiving area to an officer they assign to process the application. When the application reaches the person who will action it they charge your credit card. Once the credit card has been charged they start processing the application.

MICC aims for processing to be completed in 20 working days. Currently, they are taking 25 working days. However, if they request more information the application goes on hold while they await the additional information. It takes an average two weeks for the request for additional information to go through their system to be sent out to you. Then, after you have provided the additional information, it takes two weeks for that information to move through their system to the officer handling the file.

For most sponsorship undertakings and CSQ applications you can expect to receive a decision 25 working days after MICC has received your application. However, if additional information has been requested, add another four weeks to that processing time.

The applications pass through many hands and papers can get misplaced. It is useful to include a cover letter with your Kit A or B forms stating which forms and evidence you have included in the application. Doing this provides evidence that you submitted everything and gives them a way to know if papers have gone missing in their system. If they lose one of your papers it adds at least a month to processing. If they can see that the error occurred on their end they will expedite processing as much as they can.

I have a few questions about the Quebec PR process. Here is my situation

- I am an American Citizen
- My boyfriend is a Quebec born Canadian citizen.
- We both live in Quebec together since December 2012
- I am on a student visa from april 2013-august 2014
- We use to work abroad and decided to move to Canada last year. This dec will be 1 year living together, which qualifies us as common law
- I graduate from my McGill Graduate Diploma program April 2014

We have 2 visa options
1. I apply in April 2014 for the Post Graduate Open work permit after my 10 month full time program
2. We can file our Common Law PR Application This December 2013

Questions
1. For our PR application, we can only apply inland right? In your experience approximately how long does that actually take? Can we apply outland if thats faster?
2. If we apply inland, am I allowed to leave the country since I still have my student visa until August 2014
3. Can we put in m PR application and then In APril also apply for the open work permit , because I don't think the PR will be completed by April


We have done much research , but we aren't sure if we should do both the PR, and the Post-Grad Open work permit

I just want to make sure that when April comes, and I complete my McGill Graduate Diploma I am able to search for a job and stay here

Any help, thoughts, or opinions would be greatly appreciated

No, you can apply outland. This means simply that your application is processed outside of Canada but it also has the advantage of being considerably faster. Inland takes a lot longer and has more restrictions on it.

No. If you apply inland you must remain in Canada with your sponsor for the entire duration of the processing. Leaving Canada would end your application. If you think you may want to travel outside of Canada during the next eighteen months or so I recommend you apply outland.

Yes. You can apply for both.
