Q:Is PCC required my for 2 month old baby ?

I have PCC for me and for my wife. what about my 2 month old baby who has a passport. does she need a PCC if I get an ITA ?

though 2 month old cannot but less than 18 year rule does not make sense. Kids have access to drugs and guns as soon as they are 15-16 these days.
