I currently live in Quebec with a PGWP given for 3 years. I'm halfway through that time. I'm in the process of obtaining the CSQ to apply for the Permanent Residence right after. Due to the COVID I haven't been able to do the french test. So here is my question, is the test obligatory or could I obtain the CSQ without it. Also, I know that the waiting time for the PR is more than a year, which means my PGWP will expire before I get the answer. Can and should I apply for an open work permit before it expires, or should I wait for the answer?
