PWGP eligiblity after completion and the new 40,000 pr for student

hello loved the community,

I finished my study in Apr but the graduation day is in late May and the parchment is in June. I wonder

1. can I apply for PWGP in April with a letter of eligibility to graduate?
2. in the IMM5710 PAGE 3 education session, should I fill in the education end date as Apr the time I finished my study and apply for PWGP or as in May when I officially graduate?
3. Under the new pr public policy, it says the applicant needs to have been granted a degree/diplomat/..... it uses the word has been, that it means when applying the applicant should be graduated and have the degree paper on hand? while it says in the paragraph just above it, it says specifically " by the time of submitting the application, the applicant should have completed the study."

The answer to Q1 is no. You can only apply with either proof of graduation letter or the official degree certificate which will be issued at the convocation. In either way, you have to at least wait until your official transcript comes out in May. I've applied with a Degree Completion letter, which is just a Proof of Enrolment letter with a line of "degree awarded".
For Q2, the end date should be April, when your last exams are taken.
For Q3, a Degree Completion letter is sufficient.
