Purpose of visit as visa refusal reason!!!

Dear forum and seniors,

Normally why the VO give Purpose of visit as the only reason(suppose no other reason given) that a SP candidate will not leave Canada after study? And if with that as other reason it is given that the propose study is not reasonable in light of various factors : previous study, language abilities, employment, your qualification, you level of establishment etc......

Given the candidate is transferring from a B.sc(hons) Biotech course to a 3 year Bsc course in a Canadian public university. Has been admitted as a transfer and on prohibition(low CGPA at previous uni but submitted a good letter to the uni and uni with LOA sent a letter stating that after careful consideration they have chosen the student ). Good toefl score. Has written a pretty good SOP but did not mention the gaps. Just ok school leaving scores(o-level pretty good but A-level not really bright).

It seems a little confusing, should the candidate apply for CAIPS note?
No problem with the home tie or funding, which was obvious.
What should the candidate do?

in this case SOP play a vital role, like you should clearify all the gaps and previous studies... i hope you have followed this sequence in Sop -

Starting para:1
A little intro about your family educational background e.g they are doctors,engineers( what quality education means to you).

para2:
How did u develop interest for bussines field?
write three-four lines

para3:
why this course: give reasons:
*why are you interested in this particular course
* how can u utilize ur degree in terms of job opportunites being offered in your country.
para4:
why canada
*Education system is highly competitive and comprehensive.
*canadian universities offer advanced technological facilities
* you can see your ideas evolve in an open enviornment there.
* offer co-op opportunities
* researched based
*multicultural country, u will develop yourself personally and professionally, it will serve u good when u come back to your country and work at a professional level.

for sure apply for CAIPS and exact reason for refusal will help alot for your next application.
again dont forget to mention in SOP about your Gap in study and reason for that gap.
